2018-2019
- The name of the unit shall be Ilalko PTA Local Unit #9.2.17
- This unit was incorporated as a non-profit corporation by the State of Washington on June 1, 1992. It is the responsibility of the Treasurer to file an Annual Corporation Report prior to March 1st. The incorporation number is on file with the Treasurer.
- This unit’s Federal Employer Identification number is on file with the Treasurer.
- This unit was registered as a charitable organization by the State of Washington on October 21, 1992. It is the responsibility of the Treasurer to file this registration each year prior to November 15th. The Registration Number is on file with the Treasurer.
- The unit was recognized by the IRS as a Non-Profit Tax-Exempt Organization on April 14th, 1992 under Section 501 (C) (3).
- Yearly membership services fees shall be $12.00 per individual, $20.00 per couple, $10.00 per staff member and $30.00 per business and matching funds $25.00. The amount of $9.50 will be paid to the Washington State PTA on a per invoice basis (monthly). The remainder Ilalko PTA shall keep to pay for membership expenses, per member.
- The PTA shall pre-sell memberships at the end of the school year for the following year at the membership service fees of $10.00 per individual, $20.00 per couple.
- Copies of all legal documents shall be kept on file by the Secretary and Treasurer. Original documents will be kept in the safe keeping of the President or safe deposit box.
- Elected offices of this unit shall consist of President, Vice President, Secretary and Treasurer. Any of these offices may be held by co-officers with the exception of Treasurer. Each office is entitled to one vote, not each officer.
- The Executive Committee shall consist of elected officers.
- The Board of Directors shall consist of elected officers, the principal, and chairpersons of standing committees. All members of the Board of Directors shall be members of this unit in good standing.
- No person shall serve in the same elected office for more than two (2) consecutive terms.
- Students of Ilalko shall be considered honorary members of this unit with voice and vote, but without privilege of holding office.
- An office may be declared vacant if the officer or chairperson(s) misses (3) consecutive meetings, unless excused by the president. Any vacancy of a chairperson shall be filled by appointment of the executive committee. Any vacancy of an office shall be filled at the next general meeting by a 2/3 vote of a quorum of the general membership.
- A quorum shall be no less than ten (10) members in good standing at General PTA meetings. Absentee or mail-in-proxy ballots are prohibited. Uniform Bylaws, Article 5, Section 3 (h). Consistent with the National PTA Bylaws, proxy ballots are prohibited.
- A quorum for a Board Meeting will be based on a majority of board positions. (See number 11 for what makes up the board)
- A nominating committee of three (3) persons shall be elected at or before the January general meeting. Any PTA member may present written recommendations to the nominating committee. The nominating committee will post a list of potential candidates 15 days prior to the May meeting. Elections shall be held at the May general meeting and new officers shall assume their duties on July 1st.
- There may be a General PTA meeting every other month, to be held on varying days and times. The meeting must have at least 10 members present to conduct business. Board and Executive meetings shall be held as needed, and determined by at least three (3) executive members.

- The budget shall be prepared by the board members
- The budget shall be adopted annually by a majority vote at the first general meeting after May 1st. The Standing Rules shall be adopted annually by the majority vote at eh first general meeting after September 1st.
- Voting delegates to the Auburn Council of PTA’s shall be an executive board member.
- Golden Acorn and Outstanding Educator Award (s) shall be presented each year to not more than two (2) persons per award who have given exceptional service to the children and youth of Ilalko and the community. A committee, with guidelines from Ilalko PTA and the State of Washington PTA, shall be formed to facilitate the selection of the recipient (s). This committee shall consist of no more than five (5) members, including the past recipients of the Golden Acorn Award, PTA executive officers and board members. In case of a tie, a PTA Executive Board Member shall cast the deciding vote following the chain of command.
- The Treasurer shall have the books completed and ready to give to the Audit Committee for an optional mid-year audit by January 30th and closed and ready for the final audit by July 15th. An Audit Committee shall consist of three (3) persons approved by the board of directors and shall not include any person with authority to sign PTA checks.
- The outgoing/incoming Treasurer will complete the current years IRS 990EZ form and file electronically by the appropriate due date.
- A written receipt of signed statement is required for reimbursement of funds spent for PTA. No checks will be released without being complete in full, including two (2) authorized signatures. The Treasurer shall issue a triplicate copy receipt for all monies received.
- Prior approval from the board is needed for expenditures that are over budget. Approval may be done by other means (email) than a physical meeting.
- The Board can reallocate up to $100 without membership approval.
- All funds generated by this unit shall be used exclusively for the business of PTA. Due to IRS regulations PTA funds shall not be comingled with funds from other organizations.
- This unit shall abide by the Bylaws of the Washington State PTA.
- All Elected Officials and Committee Chairperson’s workbooks must be turned in to the PTA office at the end of the school year.
- No PTA member may enter into a contract or agreement in the name of Ilalko PTA, or as a representative of the Ilalko PTA, without either prior Executive Board and/or General Membership approval. All contracts require two signatures, one of them being executive board member with check signing privilege. The officer shall clearly identify that it is the PTA entering into the contract and not the officer as an individual.

- All PTA volunteers must complete the Washington State Patrol form located in the school office prior to volunteering with the children at Ilalko Elementary.
- All expenditures without a line-item budget need to receive prior to approval from the board.
